Élan Vacations encompasses a high level of expertise in the field of family Outer Banks Vacation Rental services. We are relationship driven and dedicated to providing superlative customer service delivered with warmth, friendliness, and individual pride. In the summer of 2010, the company underwent a restructuring which resulted in the purchase of the majority shares from one of the company's original founding partners, by the company's president. This change in ownership has opened the doors to a new management style and allows for the expansion and development of a fresh business plan. One of the first changes made was the inclusion of a specialized real estate sales division- a peculiar concept to some, given the current market environment, but one deliberately planned and thoughtfully implemented. Ensuing months have brought on additional maintenance personnel, increased administrative staff catering to homeowner acquisition, and detailed plans for the reorganization of the housekeeping, maintenance, and pools & spas divisions. Guided by a shared company vision and strengthened through long-standing business relationships, the Élan team has formed a solid foundation for rapid success and sustained growth.

Management Team

Norman T. Bibeau ~ President/CEO:

Having served 25 years as President of Norman Frances Associates, a direct mail marketing company located in Northern New Jersey, Norman brings to the team unlimited resources and a vast amount of expertise in the Marketing, Solicitation, and Direct Mail Campaign areas. Serving a variety of clients in the New York Metropolitan area, his diverse and innovative business experiences have brought a unique perspective to the team and business at hand. Officially taking over controlling interest in Élan in the summer of 2010, Norman has begun a company restructuring from the ground up and plays a key role in the operational side of the Maintenance & Housekeeping departments. In addition to being a business owner, Norman has owned several rental properties on the Outer Banks and has a unique perspective from both the business side as well as the owner's viewpoint. Norman is a licensed NC Real Estate Broker/REALTOR.

Dawn Tillett ~ Property Manager/Homeowner-Vendor Liaison:

Dawn has been an Outer Banks resident for over 25 years and brings with her not only Outer Banks local expertise, but a broad knowledge of residential building construction and property management with heavy emphasis on Maintenance & Housekeeping services and personnel. She began her Outer Banks property management career in the early eighties by establishing a small boutique management company in Corolla. When Élan opened its doors in 2001, Dawn helped to build the Élan program from the ground up and brought with her years of knowledge of the property management business. Dawn's "hands on" management style includes acting as a liaison between homeowners and vendors during the annual review of homes; making suggestions for improvements based on her market knowledge and a commitment to the owner to provide the most efficient and economical means to that end. Dawn is a licensed NC Real Estate Broker/REALTOR.

Carolyn Hickok ~ Real Estate Sales Broker:

Carolyn joined the Élan team in 2010 as the primary contact in the company's quiet start-up into real estate sales. Born in Asheville, NC, Carolyn has lived in many different areas of the United States and abroad. Fluent in Italian, Carolyn lived for a time in Sicily and served as a translator for the military assisting families to find off-base housing. Carolyn is the epitome of "Southern Hospitality" with the natural ability to relate to guests and property owners alike; making her the perfect match for Élan's Real Estate Sales Division. Carolyn's knowledge of local real estate combined with Élan's business philosophy ensures your interests are our first priority- whether buyer or seller. Carolyn earned her Real Estate Broker's License in 2005 and her Property and Casualty Insurance License in 2006. Carolyn has recently acquired her CSSS )Certified Short Sale Seller) designation. She is also the Broker in Charge of Elan Real Estate Sales.
